Adding orange peel to secondary

I am currently fermenting northern brewers holiday red. I added the 1oz of sweet orange peels at the end of boil as stated in the recipe. Many people have reviewed this recipe and say that the orange is not detectable. I was wondering if I could add another ounce of the sweet orange peel in the secondary? If so, how would I sanitize them before they are added?

Soak 'em in some vodka! And add everything (vodka and orange peel).
 
In have not had good results with spices. Added both to the boil and as a tea added with the yeast. I believe the flavor oils are driven off in the steam with the boil and with the offgassing of co2 during fermentation. I am presently experimenting with adding spice tea after 2 weeks of my 4 weeks primary fermentation (since I don't do a secondary)
