Mixing priming solution

I think I failed to adequately mix my priming solution into my ImPaled Ale prior to bottling. Some bottles are carbonated and some are only very slightly carbonated (no indication of infection).

Usually I add the priming solution to the 5 gallons of beer in the bottling bucket (so I can take a gravity reading without priming sugar), then gently stir in the priming solution. Anyone have a more effective method of mixing?
 
Add the sugar solution to the bottom of the bucket.
Siphon the beer on top of this, curl the siphon hose in the bottom and as it flows in it should make a nice whirlpool. After this you can stir gently with a spoon if you want.

That's what I do.
