To cool the beer in the tower without a fan... Would taking a copper pipe and sliding it over the beer tube and then insulating the pipe fix this problem? Would the copper pipe conduct enough cooling to the beer?
 
That seems to be the common method. Run a 1/2" or so copper line down the tower and into the kegerator body. Run the serving lines inside the copper, or not. Up to you. Kyle
 
Yes,
you do need some of the copper to extend into the kegerator. It does not really matter whether you have a small mini fridge or a larger unit, its pretty much the same configuration. Lots of threads on this in here to get some ideas from.
