I am looking to keg my beer, but don't have a fridge to chill the beer in. Can I carbonate the beer at room temp and serve cold in a couple of weeks as I brewed this batch for a party. Or am I just out of luck?

Not a problem. Just make sure you use the correct amount of priming sugar for kegging which is less than for bottling. What are your plans for chilling? I'd say just toss that keg in a big trash can of ice and party on!!!

I have a Co2 tank and was planing to cool in a tub of ice for the weekend......if it lasts that long.
You can carbonate your beer at room temperature. It takes a higher CO2 pressure but it can be done. There are charts out there that will tell you what pressure you need for the temperature and level of carbonation. If I can find one I will post it for you.
