At 149F I wouldn't say it'd be bad beer. Your just gunna have more fermentable sugar into your wort so if anything it will be a little stronger and less of body. If it drops below 147 then hit it back up. Don't fret.


Edit: Just looked at that recipe. You should be fine. Steeping specialties is a little more forgiving.
 
Are you doing the extract or all grain version? For the extract version, it won't make any difference as you're only getting flavor from the grains. If AG, Fatt it right. Additionally, low mash temps require longer to work. I do a 90 minute mash for temps below 154.
