building a kegerator from a mini fridge...

is this all I need minus a tower and a fridge?

Hi, that looks about right. The picnic tap is what you would use instead of faucet. Is a mini fridge included in that price? If not, I don't think its a good price. he will need a co2 tank as well 53.96 for a 5lber from there

There are not many frig's that are suitable for conversion. I just did a Kenmore one but they are few and far between. You might want to find the frig first or consider using a full-sized frig and going through the door.
