Steeping and rinsing

I have a recipe (extract) for a porter and I am not quite sure what the process is for steeping and rinsing. Here is the beginning of the recipe:

Place crushed malts in a nylon steeping bag and steep in 3.0 qts of water at 150 degrees for 30 minutes. Rinse grains with 1.5 qts of water at 170 degrees. Add water to make 3 gallons, stir in dried malt extract and bring to boil, etc.

After I steep the crushed malts how do I rinse? Do I take the grain bag out, put it in a strainer (over the pot) and pour the 170 degree 1.5 qts of water over it?
