I bought a 3 gallon keg system with hand held tap. I am getting almost all foam when pouring. I have the psi on the CO2 set at 10. Is there something different I should be doing with this kind of dispenser?
 
If you're talking about one of the little plastic picnic taps, I usually crank my serving pressure back to 4 or 5 PSI when I pull a pint off those to avoid pouring a glass full of foam. The line length on a typical picnic tap just isn't long enough to balance 10PSI.
 
+1 to all suggestions and I'll add: You might get away with the length line you have by holding the tap/glass up high (like over your head) when pouring, then again maybe not. Something to try.
