Had some bad luck with some yeast, and the NB Dry Irish I brewed up got stuck at an FG of 1.028 after 4.5 weeks in primary.

Is it alright to throw more yeast in? It was just a dry Safale 04
 
Try to shake and agitate the yeast first and give it more time. Add more yeast later if you must. Just try to minimize the exposure to oxygen

Also, start doing starter kits for your yeast, especially if you are doing big beers. I also suggest switching to wyeast smack packs if you can over dry yeast or even white labs. I have had a much better product since switching
