I do pretty much the same as above, except I prefer to store them "dry". I sanitize with starsan, drain, and store under pressure. As long as the keg is pressurized on the day I fill, all is well.

Water from a creek has any number of contaminates/bacteria/fungi/etc. If you must rinse -- and you don't need to with starsan -- I'd use tap water.

I'm not sure, as I don't own any 3-way valves, but booking at the diagrams, I'm not sure you can completely shut them off. Especially considering they're full port.
