A heating pad under the fermentor or an electric blanket will work too. There are also heaters made for fermentors like the brew belt that will do the job. Lots of options.

By the way, smack packs don't have to inflate to be used, it is an indication the yeast is healthy, but not necessary.

Also, two weeks is really early for a big beer like that. Many RIS need 3-6 months of aging to become drinkable, and do even better with 9-12+. That's going to be a ton of oak flavor for a 2 gallon...

That's possible, or consider a tub of water to set the fermentor in and occasionally drop in fresh frozen 2 liter bottles of water to keep the temp down.

Probably their house Alt yeast. They treat it slightly differently to get different effects, but for blondes they seem to ferment cooler to get a lager like effect.

You could also have used your secondary vessel for the primary for the next beer and skipped the whole secondary step on this stalled beer. Secondary is generally unnecessary.

Avoid S-33. Not a saison, or even Belgian, yeast. If you use 3711 or 3724 you'll get spicy/peppery and fruity, and some funk with the 3724. Spicy flavor can also come from the hops.
