Purpose of condition is to leave some husks un-crushed so you can mill it tightly, if malt is already crushed (and husks too) I don't see reason why to condition it.

eg. you pitch 100 B cells in 1 L of wort to get ~240 B, then cold crash and decant it and pitch into 2 L to achieve ~520 B of cells etc.....

It is important to do it after fermentation is over, primary or secondary is personal choice.. IMO.

Yeast autolysis is not an issue with batch sizes that homebrewers brew.

Stepped or not, this sounds like a good plan.
You don't have to leave for 3 hours, since there is much less amount of yeast after decanting it will warm to room temperature in shorter time.

They are not so expensive, especially those for aquariums with smaller flow. RO was one of my best investments, I live in hard water...

Patience is your friend, also no visible signs of fermentation doesn't mean that fermentation didn't start.
Bubbles are just CO2 escaping from solution and fermentation is much more than that, also...

Depends how big hop head you are :)
But generally 1 ounce per 5 gallons should do the trick, I am fermenting in kegs and I usually add little less than 1 ounce per 4 gallons.

No problem with that.
I cold crash for max 2 days but usually pitch it after 1 day. Lag times are mostly under 12 hrs.
