I assume it also have to do with evaporation rates in order to achieve the correct volume of wort at the desired gravity. Flavor development is another reason, from concentration & mallard (sp?)...

With the way Brett should dry a beer out, I'm assuming you can go down to even 20-25 IBU and have an IPA feel. Especially going on the session side, don't neglect the late hops though!

That is extremely high, I'm nearly 100% sure fermentation didn't complete, either from yeast health or incomplete conversion in the mash. You might have to chalk this up as a loss.
