It is possible that he is getting carbonic bite from the faucet, but when poured from a picnic tap the beer is being de-carbonated and tastes better.

Not really. Oxygen binds with other compounds in hot wort that make it unavailable to be utilized by the yeast. This is where HSA comes from.

Make sure he is not using his sanitizer as a cleaner. I once saw a guy using a single bucket of starsan to clean out old nasty bottles and sanitizer them.

Large swings in temperature will also pull oxygen into the beer. As the beer warms it expands and pushes out co2. As it cools it contracts and pulls in oxygen.

No the original yeast will set the flavor profile. You do not need a gallon starter. A liter at high krausen will work.
