Have you contacted the manufacturer of that control box? It might be a known issue.

Some switching power supplies are know to trip GFCI breakers as well. I wonder what is in that control box.

You don't really need to remove the mil scale. I'd say it's more important that you clean the oil/grease off with a decent degreaser and then use a good rust preventive primer.

They actually do make a gas-less flux core wire for welding stainless with a mig. I do know it's incredibly expensive though. Like $20 a pound.

You probably won't get a true 100% with a 555 timer PWM circuit, but you are probably looking at something like 99%. You won't ever notice the difference. The timer will reset and then immediately...
