I keg conditioned my first batch 2+ months. Second batch 7+ months. Both were good. But guess which one was better.

Does not matter. Make sure weigh in the different AA factor. I find pellets are the easiest to manage BTW.

You definitely need 2-3+ weeks with US05 for this beer to be awesome. I have used Wyeast 1056, and it was ready within 3 weeks. In my experience liquid yeast always gets the beer ready to serve...

Adding a bit more oatmeal wouldn't hurt - quarter to half lb maybe.
You should build a starter. All you need is an empty jar (I have used empty juice bottle in the past ... Half gal size I think)...
