I would just rehydrate that packet of yeast in a half cup of sterile water 30 minutes before you need to pitch and call it ready. It'll work itself into a nice creamy liquid, pitch all of it.

A full cup is fine, a lot of places say to use a cup including the HBT wiki and Palmer's How to Brew because its easy to remember and works for many different dry yeasts.

I wouldn't worry about a starter with dry yeast, just rehydrate that pack with some water. Also 1lb DME for a 1L starter is too much, a safe practice is about 10 grams DME for every 100 ml of water....
