I believe the logic is that if the yeast is done fermenting, it cannot reduce diacetyl. At 75% the yeast is still active.

I can't speak to how the NB kit is, but I do like Zywiec. However, if you can find Baltika #6 Porter, that is my favorite Baltic Porter and it's fairly easy to track down.
