I have always used a secondary, but not sure I'm getting any value out of it. My ABV is similar to yours and I'm planning on 3 weeks in the primary, then keg for the next one.

As the consensus seems to be, I do both as well for my IPA/APA. Usually 3 minutes or so before flame out and then during the second week in the primary fermenter.

I also use a thief to collect and sample the wort. Hydrometers fit nicely in the thief's tube and the sample size is relatively small. Of course I taste it after I get my reading.
