Balance?

Go with Extra Light or Light Extract along with some sugar for an IPA. Any balance of sweetness/bitterness will be gauged by the OG and the amount of IBUs.

Well IPAs are generally light. They aren't brown or red. But using half of your extract at 60 and half at flameout will darken it a bit more than beersmith says. You want a decent OG at boil start...

If he can get Simcoe at the same price as Columbus then why not bitter with it? The only reason I wouldn't bitter with it is if it was $3 or $4 an oz.

Depends on your OG/FG for the total oz. of hops. I wouldn't use 9 oz. hops for 1.053 OG but I would for 1.067 OG. It also depends on what you're seeking from the beer... hop juice with low bitterness...
