Go with Extra Light or Light Extract along with some sugar for an IPA. Any balance of sweetness/bitterness will be gauged by the OG and the amount of IBUs.

Depends on your OG/FG for the total oz. of hops. I wouldn't use 9 oz. hops for 1.053 OG but I would for 1.067 OG. It also depends on what you're seeking from the beer... hop juice with low bitterness...
