Lager yeast undoubtedly starts much slower than ale yeast in my experience. Under pitching definitely doesn't help. If you are still having doubts pitch the 23 when it comes in.

With a blow of tube you would not want to use an airlock. It would only inhibit the escaping CO2 from blowing into whatever you have your blow off tube stuck into. Not sure how having two would help...

Not at all, most wheat beers are 50/50 malt and wheat. I use Golden DME for all of my starters. 1000ml is small enough anyway and will be undetectable.
