I haven't taken my exam yet (March 2013), but I've been studying and have stewarded a few competitions. I can tell you this - preparing for this exam makes you a better homebrewer. No doubt about it.

You don't need to add sanitized water back to the jar. Just pour off the liquid and leave enough behind (1/4") that you can stir up the yeast. Then pitch that into your starter.

I don't think it's worth it to build one when you can buy one for $12. You can get the bucket predrilled at any homebrew store and they also sell the bulkhead (valve and fittings) to go with it.
