Need help figuring out HERMs MLT temp. issues

I'm having a terrible time maintaining mash temperatures where I would like them to be. Mashing with PID set to 153, the majority of my mash sits at 145 except for area immediately around HERMs...

Went with a large enclosure. Suggestions?

The local hardware store was selling these. The rubber seal is in good shape and I'm hoping it has a rating of "Waterproof enough.". :)

I am looking for some ideas on the front or face of it....

Keg with 5500w ULWD element and 6-foot/3-prong dryer plug. Element has been used once.

Keg is in very good condition and would be a good candidate for polishing if you want something shiny.
