Umm not sure why you'd question if its ok there is a crap ton of yeast at the bottom of your flask ;-).

BTW sulfur is usually the smell that is given off with lager yeast

I do the same thing but avoid all the extra trouble and just fill up an old oxyclean bucket about a qaurter of the way and place the carboy neck into it like its a water jug.

I don't even use a dip tube, i go from kettle barb to fb barb with hi temp silicone tubing. I'd say that would be fine aswell.

15C is a bit warm, and you really want to try avoid temp swings during fermentation. It might be fairly easy for you to pull off a swamp cooler without much maintenance at those temps though.

Any starter is better than no starter provided you are not over pitching and you are sanitary. I only decant after 2L in a 5 gal batch because at that point the starter is consisting of at least 10%...

Nope it will be the same as making an appropriate sized starter, but will tack on 25 dollars in cost in yeast to your brew unless you got a really good price. This of course has no affect on taste....
