The amp rating on your cooler is 12 amps. If you plug in a lamp and trip a 15 amp breaker then there is a problem with your cooler. Could be a weak or bad capacitor and it's pulling more amperage...

That cooler shouldn't require any more than a 15 amp dedicated circuit. 12 amps is 80% of the max load of the circuit so 15 should be fine. If you install a 20 amp circuit you'll be at 60% of max...

I will whole-heartedly disagree with this statement. I've been using Bruin Water since I started all grain. I use a ph meter and hit my numbers to within .05 every single time.

That looks nice. I typically use 2lbs of the flaked wheat per 10 gallon batch but I think 8oz. should do just fine in a 5 gallon. I would consider cutting back the 14 day dry hop to 7 max. though....

I would suggest simplifying your grain bill to start with. Anything over 5% crystal/cara malts is going leave allot of residual sweetness that can over power the bitterness you're trying to achieve....
