Humm, what are you brewing? What yeast? What temperature? 7 days and only a 10pt drop on a 1.058 beer is not normal. How are you taking SG readings? Hydrometer? Refractometer?

The bubbling could also just be off gassing due to temp changes. Taking a gravity reading is the only way to know if fermentation is still active.

Filter the tap and go. The salts are for adjusting water chemistry during the mash. As long as your water tastes fine, there's not really any reason to adjust the chemistry of your top off water...
