I would bet you could go ahead and add the lactose into the secondary. Lactose is a non fermentable sugar so the yeast is not a concern. It should add a little body to the beer and some sweetness.

I wouldn't worry about it either. I do question why you would spend money on 2 vials to put in a 5L starter when the whole point of the starter is to grow yeast?
Seems like a waste of money to me.

I wouldn't worry about sugars in the chocolate extract. It's mainly just flavor and aroma oils and some alcohol. You should be fine with your normal amount of malt extract or priming sugar.

FWIW the STC-1000 is basically wired up the same way as the Ranco. I'm using one to control and TRUE T-49 and it has been working fine for over a year now.
