1- secondary is not necessary for most beers unless you are bulk aging or dry hopping, and even then lots of folks dry hop in primary
2- if you must secondary, don't rack until the beer is finished...

I make sure the beer is finished fermenting and mostly clear before I dry hop. At least 2 weeks but I usually let them go a month before dropping the hops in. 7 days is good for your dry hop...

I used 2 packs of s04 and mine turned out great. Full attenuation, clearing nicely. I didn't even rehydrate (oh, sin of sins!).

I would think so if that's what mr. malty says. yeastcalc.com is another good online calculator that allows for stepped starters. I use it every time and get great results.
