You can't really go below about 60F with most ale yeasts, so I think that would be your cut off. Lagers would like it cooler, but... the ale just won't ferment much colder than that.

I am 95+% sure I didn't underhop it first because, as I said, I no longer have any opened-and-resealed bags of hops in my freezer, and second because I pretty clearly remember measuring out the hops....
