I'd do a basic kit, like the deluxe from Northern Brewer for $170, then add in a pot. That gets him started, and if he really likes it and wants to move to all grain, well there are future birthdays...

I want to see how these hold up to a full carboy being dropped from, maybe 5 feet? I want to move to glass because plastic is a bit scary. If these work for a full drop, I think it would save a lot...

I have a few old Lagunitas bottles I use to bottle my homebrew. I use a wing capper. I think most beer bottles will work, though I've heard that some people have issues with New Belgium(?) bottles.
