When I've made this I usually carb to about 2.4 and that seems like plenty to me. You can always leave it at 3 and purge off if you think its too much.

I think the thing that should be said is taste is subjective so you might not like the characteristics of a heavily Citra hopped...

I don't see why it would be a problem. Like others mentioned, your basically making malt extract which isn't illegal. The only thing I can see anyone possibly hassling you about is the burners....
