The water ph is not the concern. Your mash ph is what we care about. You can easily adjust mash ph with a bit of lactic acid if needed.

Why does mashing with a bag make for easier clean up? I take my tun and simply dump it out, then hose it off. 2 minutes max. I dread cleaning my mesh bags. All the junk gets stuck in the holes.

Nothing in your recipe stands out as saying "sweet". 1 lb of caramel 10 and a few oz of c40. Combined with a relatively low mash temp will result a dryer, unmalty beer. IMO.
