As others said, the coils don't need to be completely submerged but why not add water to the hot while you mash out... You'd got the time then to reheat if you really want all the coils submerged.. ...

Give a call to a few beer shops around that sell kegs... Ask if they have any "damaged" ones.. Tell them you are a homebrewer... 30.00 a piece for me in my area.... Usually they are pretty cool...

Agreed cleaning is a concern.. However, a nice cookie/cooling rack in the bottom of the sink or where ever you dump the grains would filter the marbles / ball bearings out...
