In the brewery I work at, we drop temp from fermentation temp to 58, let sit for a day, drop yeast, add hops for 4-6 days, cold crash to 34, drop hop trub and transfer. Seems to work well for us.

If you want a sweeter IPA try doing an English IPA keep everything the same and just use an english yeast like WLP023 (burton ale) or WLP002 (english ale) both those will leave some more sweetness...
