I use one of those plastic syringes for injecting marinades into meat.
Makes a world of difference on my English bitters.

Give it a couple more days for the yeast to settle out, cold crash or fine
and bottle it up.

I used the MrMalty calculator to give me an estimate of viable cells in each pack.
And then used the brewersfriend calculator to figure out my starter steps.

BeerSmith is just giving an estimation. So many factors involved in fermentation.
Depending on the recipe I think it will actually be better finishing at the lower gravity.
1.017 is at the high end...

I don't think you'll get much of anything from the little bits of crystal40 or the toasted oats.
I'd trim that down to something like
75% pale ale malt
5% roasted...
