How much cocoa in a Chocolate Oatmeal Stout?

I'm second guessing my recipe for an AG Chocolate Oatmeal Stout. I was planning on using 8 oz. of high-quality, organic cocoa powder at the end of the boil. Is that too much for a 5 gallon batch? The recipe also has 1 lb of Chocolate Malt.
 
I've seen recipes use everything from 4 oz. to 9 oz. I'm looking for some nice chocolate flavor without being overpowering.
 
Adding cocoa won't give you a chocolate flavor. Cocoa, by itself, is rather bitter. The addition of sugar is what gives it the chocolate flavor.

That being said, for a five gallon batch, I add 8oz cocoa powder to the last 15 minutes of my boil and then backsweeten it with a lb of lactose (non-fermentable sugar) into a secondary. You can do the same at bottling if you don't want to use a secondary.

I didn't add any cocoa to mine and the first comment out of everyone's mouth was wow, a chocolate stout. The cocoa flavor came from the choc roasted 2 row (which i did myself) and the lactose.

I put the lactose into the boil, 1/2 lb for a 5gal batch.
 
I chose not to add lactose because while I'm not lactose intolerant, I do have problems with milk occasionally.
