Straightforward Baltic porter, thoughts?

Hi all, I'm looking at brewing a pretty simple Baltic porter and I'd love some thoughts/critique of this recipe. Note that this has a 3.5 gallon target, so some of the quantities will look small if you assume this is 5 gallon.

Special concerns: do the hop additions look appropriate? And, is Special B overkill? I was thinking about maybe toning that down to C120.

Expected OG: 1.078
Expected FG: 1.023
IBU: 31

3 lb / 35% Light DME
2.5 lb / 29% Vienna
2 lb / 23% Munich
6 oz / 4.3% Special B
6 oz / 4.3% Carafa II
6 oz / 4.3% Chocolate Malt

60m: 0.8 oz Mt Hood@6%AA
20m: 0.5 oz Mt Hood@6%AA

Wyeast California Lager 2112 or
WLP 810 San Francisco Lager
