should be fine. you can always measure a little less than the spoon, but that extra little bit shouldn't impact anything.

I haven't used Irish Moss in my brews for well over six years. I brew ag batches and found that everything settles out within a few weeks.
When I used to use it in 5 gallon batches, I think I used to use about one teaspoon, give or take, so you should be fine.
