Job Title: Technical Project Manager Salary Range: 90K+
Job Responsibility:
Responsible for technical leadership and the successful execution of the legacy data cleansing and financial improvement
programs in support of SPAWAR HQ Comptroller. Responsibilities include: provide technical direction/leadership to 24
employees; managing and ensuring quality of required deliverables; managing program budgets; interfacing with clients
and corporate on technical, funding, and contractual issues; and assisting with company proposal efforts.
Legacy data cleansing efforts consist of providing data integrity support prior to the implementation of a new accounting
system. Projects include data mapping conversion files to ensure data accuracy; validation/accuracy review for converted
data; database development to capture accurate transition period data; business process reviews to ensure converted data is
usable in the new environment; data cleansing legacy data in the current system and data in the new system; attending
meetings; completing analysis; identifying risks and mitigation strategies; developing written reports/white papers/issues
papers; developing briefing materials; briefing senior management; providing training; and documenting lessons learned.
FIP efforts consist of internal control testing, collection of supporting documentation, and reporting for DoN priorities
including Funds Receipt and Distribution, Civilian Pay, and Reimbursable Work Orders; documenting processes through
interviews and research; identify internal controls, risks, and corrective actions for documented processes; completing
process gap analysis; participating in and supporting the FMO General Equipment (PPE and OM&S) Remediation Action
Team; executing LSS events; developing command level financial statements and financial statement variance analysis
attending meetings; completing analysis; identifying risks and mitigation strategies; developing written reports/white
papers/issues papers; developing briefing materials; briefing senior management; providing training; and documenting
lessons learned.
Primary Required Skill Requirements:
Previous experience in Navy/DoD accounting and finance (General Fund).
Knowledge of Navy/DoD financial practices.
Microsoft Office Application Skills (including Access, Visio and MS Project).
Analytical and critical thinking skills.
Multi-tasking and organizational ability.
Ability to handle stress and work well under pressure.
Ability to work in a team and independently.
Excellent communication/writing skills a must.
Secondary Desired Skill Requirements:
1. SAP or N-ERP system experience (one or more of the following modules): Material Management (MM), Sales
Distribution (SD), Financial Information (FI), Financial Management (FM), Controlling (CO) (as related to DTS
travel), Asset Management (AM)
2. Working knowledge of SPAWAR and DFAS systems - FMIS2K, SAP FIMS+, STARS-HCM, SIMS, CAMSME,
DADMS/DITPRS, DCI/DCM, DPAS, STARS-FL, etc.
3. Knowledge of one or more of the following:
a. Navy/DoD asset management processes (Property, Plant and Equipment, Sponsor Owned Material, etc.)
b. Navy/DoD cash/disbursing processes
c. Navy/DoD funds processing/funds control processes
4. Knowledge/experience in process improvement (including interviewing, process mapping, identifying risks, gaps,
controls, and mitigation strategies)
Education/Equivalent: Bachelors Degree in either Accounting or Financial Management is required and 5
years of Project/Program Management Experience in support of a DoD organization.
Travel Required: Minimal (quarterly).
