My Oak chips are currently sitting in my secondary fermenter (glass carboy) They are all rising to the top and was wondering if this is an issue for flavor distribution. are they suppose to be rising to the top or should i be mixing it from time to time?
 
You don't need to mix them. They'll eventually absorb some wine and sink.

As long as the wine permeates them, no need to agitate/move the carboy.

Sometimes little co2 nucleation points hold up the chips, but that degasses on its own as well, and it's fine.
