Ok, so i need to fill (12) 1 liter flip tops, which is 3 gallons, and I want to keg the other 2.

Would you:

1. add priming sugar to all five gallons, then bottle the 3, keg the 2?

2. Use some carbing drops and force carb the keg?

3. any other suggestions?
 
2. Just scale down the priming sugar instead of drops if you'd like.

(3/4) *60% = 1.8/4 = 9/20 cups

So use just under a half of a cup.

Make your own...it looks easy...it think BierMuncher has done it. I plan to copy his design as I am pretty sure I have all the stuff lying around.
 
Kegging 2, then priming makes the most sense. If you primed the whole batch, the two gallons in the keg will not generate enough CO2 to fill the head space. You'll have to force carbonate anyway.
 
It will take about 10-11 carb drops per bottle. If the flippies are 1L, I'd go with 12.
