1.030 final gravity? could it be okay?

i made a strong belgian ale with T-58 and only 3% candi sugar. i wasnt able to measure the OG with a hydrometre but should be about 1.100. after a month in primary i checked the gravity and it was 1.03 so i swirled the carboy a bit and actually added maybe 2grammes of s-05 i had around to try to dry it out a bit. 8 days later (total time is about 35 days in primary) and gravity is the same. i want to bottle, should i? or will transferring to bottles rouse the yeast perhaps and create bottle bombs? i really want to bottle it, opinions pleeasssee..
