I'm brewing an IPA next week and wanted some feed back Recipe below:

13 lbs 8.0 oz Pale Malt (2 Row) US (2.0 SRM) Grain 1 93.1 %
1 lbs Caramel/Crystal Malt - 40L (40.0 SRM) Grain 2 6.9 %
1.00 oz Magnum [14.70 %] - Boil 60.0 min Hop 3 45.8 IBUs
0.50 oz Galaxy [14.00 %] - Boil 15.0 min Hop 4 10.8 IBUs
0.50 oz Simcoe [13.00 %] - Boil 15.0 min Hop 5 10.1 IBUs
0.50 oz Galaxy [14.00 %] - Boil 10.0 min Hop 6 7.9 IBUs
0.50 oz Simcoe [13.00 %] - Boil 10.0 min Hop 7 7.3 IBUs
0.50 oz Galaxy [14.00 %] - Boil 5.0 min Hop 8 4.4 IBUs
0.50 oz Simcoe [13.00 %] - Boil 5.0 min Hop 9 4.0 IBUs
1.0 pkg American Ale (Wyeast Labs #1056) [124.21 ml] Yeast 10 -
1.50 oz Galaxy [14.00 %] - Dry Hop 0.0 Days Hop 11 0.0 IBUs
1.50 oz Simcoe [13.00 %] - Dry Hop 0.0 Days Hop 12 0.0 IBUs

Does the hop schedule look alright? Is 3 oz going to be too overpowering for the dry hop? I've never used galaxy or simcoe.

Recipe looks good. I like your hop schedule but I'd suggest adding some hops at flameout as well. I've never used Galaxy before but I hear good things. As far as Simcoe, I've used it as a dry hop and a little goes a long way, as it can be a bit overpowering imo. I typically use no more than 2 oz total of dry hops in a 5 gallon batch. Hope this helps

Thanks. I may take 1/2 oz of each from the dry hop and move it to flameout.

What is the projected OG and batch size? It looks like you have 90 IBUs total. 46 IBUs at 60 min may be a bit much for a standard IPA, especially since you have all of those late additions.

3 oz. dryhops should be good for a 5.5 to 6 gallon batch of standard IPA.

I haven't nailed down my efficiency yet so I'm thinking around 1.073-1.078. I had also thought of using 0.8 oz of magnum at 60 min to decrease the ibus a little also.

Yeah, that would be a Double IPA. In that case, 1 oz. Magnum at 60 is fine. I would even add a 30 minute addition for a boost as well as 15 or 10 plus Flameout/Whirlpool hop additions for flavoraroma. 9 oz. bare minimum total recipe hops... more would be better.
