not really. you could probably make some kind of hoochy beer like drink from pure sugar and maltodextrin powder, though.
 
It really depends on what you mean by "clear" if it means to make a transparent colorless beverage I´ll say no, if you mean to make a beer that haves whatever color the style is but clear yes you can, and there is many ways of achiving this, temperature, finnings, filtration etc etc
 
carbon filtration or nano filtration will do it, but wont taste like beer. small amount of malt and hops, alot of sugar and use a curve yeast
 
you can with properly designed filters. Its called "clear malt beverage." All you need is a filter with a small enough diameter membrane. Homebrew shops sell filters that leave beer with a "polish" i.e. very bright, but also remove color. Something a few grades smaller in filter screen diameter would probably remove all color.
