To rack or not to rack?

That is the question, that i have for my mead. it has been about 5 weeks since i made my mead. it was made on the 17 of december it is the sweet mead recipe from the compleat meadmaker. it is bubbling about 4 bubbles a minute, is this still active or is it just outgassing? it is still cloudy and there is some yeast on the bottom of the fermenter. im in the philippines so sanitizer is hard to come by(unless i will use bleach, but i dont want to test my luck), i only have enough for about 9 gal of sanitizer left and i cant get any until i am able to order more from the US and im saving it for more rackings and to finally let it age off the lees.
 
There is nothing wrong with using bleach, as long as you rinse with clean water. I would rack it now.
