I would use fresh mangos, cut them up, put them in Vodka to sanitize (you can also freeze them
at this point to cause the cell walls to burst) and then into the secondary.

Both. I would recommend the rum soaked oak chips but do not pour rum into the beer. Besides,
you now have some rum for the next batch.

I made that mistake -- the result was way too sweet. Not sure how to correct it next time --
perhaps increase the battering hops?
