Your beer will be fine, many people top off with their tap water without boiling it first. As
long as you don't have nasty tap water you will be fine.

A smack pack still needs a starter to be most effective, at least that's what the instructions
on the smack pack recommend.

What's the big deal about having an empty fermenter?It just seems like a waste of space, I
