A gentle swirl will not hurt, Breweries use pumps to bring beer to the Conditioning tanks.

There are valve but they are not cheap, go to Mcmaster Carr's website and look up needle valves

You could try to warm it up a bit, bring it up to 75 or so for 24hrs and give it a gentle

Sounds like your liquid connector or your faucet is hanging up, try a different one and also
before i would do that pull that picnic tap off and take all pressure off the keg then put your
liquid line...
Have a porter on tap, and 10 gal of a ipa going to work. in the mean time I sip beers from all over from great beer trades. Have a ghoulship in the fridge now!!
