Got it to work somehow. I think starting the auto tune and then going back to the auto/manual

had e same issue except I have a Midwest panel. I called GE and they sent a replacement

The mechanical contactor is not switched by the SSR, the contactor opens and closes the circuit
that runs between the SSR and the element.You run the load wire out of the SSR to the line side
