It sounds to me like this is not an insect issue. Insects to not generally return to previous
feeding sites. It sounds to me like you have some kind of nutrient/water stress, or possibly
wind damage. ...

I've been forced to do this a couple of times also, did not seem to have a negative impact,

I don't know what your water chemistry is like, but you could consider upping your sulphate
level some to make the hops stand out. A lot of water calculators recommend levels of 300 ppm
for APA's and ...

Its hard to tell from the photo, but if you have haze that you find objectionable, why not fine
it with a little gelatin, especially since you have the beer nice and cool anyway?
