It sounds to me like this is not an insect issue. Insects to not generally return to previous
feeding sites. It sounds to me like you have some kind of nutrient/water stress, or possibly

I don't know what your water chemistry is like, but you could consider upping your sulphate
level some to make the hops stand out. A lot of water calculators recommend levels of 300 ppm

Its hard to tell from the photo, but if you have haze that you find objectionable, why not fine
